The article presents the story of "Journal Engineering Education" which was published from Pune from 1986 to 2014 under my editorship. I started this Journal and was editor for all the issues, from Issue No. 1 to Issue No. 106. I may also mention here that , this also is the story of my own dream --- to become a Professor and also a Journalist --- and how I realized this dream. It describes why and how a journal started in 1986, and how it continued publication, involving 14 special issues which was then, important and burning issues of Engineering Education in India. At the end of 26 years of publishing this Journal, with my advancing age - ------ I am now 88++plus years ------- I felt the necessity of handing over this Journal to the environment with their new dreams. Fortunately, I could find such a younger team who have taken up this Journal activity and are even elevating the Journal to International standards and is well set on the never ending path of global Quality and Excellence.The new team consist of Dr. Mrs. Sushama Kulkarni, Director, Rajaram Bapu Institute of Technology, Islampur, Dist. Sangali, Maharashtra, India, and her colleagues.

We have been talking of the necessity of interaction between Institution and Industry for the last more than one decade, and still little has been achieved in this direction. The world has been moving so fast that today not merely interaction, but meaningful and effective partnership is the need of the hour. Economic reforms, globalization and World market to which our industry stands exposed today compel us - the Industry and the Institutions - to move closer and enter into a partnership so that we can face the fierce competition in the world market and survive. If this partnership is not forged, foreign companies will take over our economy and thereby control our politics, as well. Hence Industry Institution Partnership is advocated. It is suggested that the only effective and meaningful way for Industry is to establish a private technical University and all Engineering colleges should get affiliated to it. This will ensure a perfect partnership between Industry and Institutions and this will make a substantial contribution to the performance of the Industry even in the global market, as well.- On Functioning of A.I.C.T.E.

Education today is in search of quality. The concept of quality is known to us in a traditional way. But during the last 50 years, the industrial revolution accompanied by mass production has impelled us to preceive quality in totally a new way. The concepts of quality, quality by inspection, quality assurance and total quality have come up.
Industry has been compelled to go in for quality and excellence due to global market, open economy and privatization. It is now the turn of Engineering Education to follow in the footsteps of Industry. Hence, the need for those involved in Education, particularly in Higher and Technical Education, to understand quality and adopt/adapt it.
Hence, an effort has been made in this article to deliberate three aspects namely (i) the quality movement ii) the quality concept and (iii) Educational perception of quality. Th en the philosophy of TQM&its six basic principals are explained.

In this paper, some observations on the present scenario of the engineering education in India are presented- the mindset of management, the Heads of Institutions and, particularly, the faculty. It is argued that the need for engineering education in India is for pedagogy. for quality consciousness and for professionalism at all the three levels; namely, management, the Heads of institutions and the faculty members. Some measures for education and training: for pedagogy. quality, and professionalism are proposed. Necessity for massive campaign at the national level is emphasized. A strategic plan with a time schedule attached to it is proposed. Adoption of the philosophy of Total Quality Management for all quality efforts is strongly recommended.- Towards Quality & Excellence through "PADS"

The job of a technical teacher is considered in the context of the term "Profession". Can technical teaching/teaching in higher education, be termed as a profession? An attempt is made to find out what exactly is a profession and to answer the question whether technical teaching is a profession.
Views of two educationists, Myron Liberman (1956) and D,: P M. Sapre (2004) are presented and the main characteristics of a profession are worked out. In the light of this, it is shown that technical teaching cannot be granted the status of a profession.
If so, why should we go in a professional status and how this can be done, has been elaborated by citing two examples, one of a NGO- the IGIP i.e. the International Society of Engineering Education (Switzerland) and another of a State Government - State of South Dakota of U.S.A.
In conclusion, a question has been posed whether, we in India, operating in the field of Engineering Education, should go in for a professional status and if so how? The author had tried to answer this question.

Due to shortage of Funds, Govt. of Maharashtra allowed establishment of many private Engineering Colleges and Polytechnics in Maharashtra in 1983-84. This policy was severely criticised by one and all, and it was feared that these Colleges would not survive long and would definitely bring down the standards. It is seven yea rs, since then. As years go by, it is seen that these Colleges are settling down well and making all efforts to maintain the standards inspite of all odds. The author feels that these Colleges should take up "The Accreditation" as a challenge and set at rest, once and for all, all fears and apprehensions expressed in respect of standards of Engineering Education due to involvement of private sector, by willingly seeking and obtaining accreditation from the All India Council of Technical Education.- Revamping of the Technical Education

Initially, its subscribers were mainly from Maharashtra but by now we have, subscribers from all the states; very soon we propose to take up a drive to reach a figure covering almost all the engineering colleges and polytechnics in the country. Our contributors are drawn from all the states; from J & K to Kerala and Gujrath to west Bengal. The Distance Education in India is undergoing change - "From Correspondence Course, Distance Education, Open University, Open School, Networked Educational System ". Distance Education has come to stay on the global plane as well as on the national.
The Third Annual Conference on Distance Education was organized by IDEA - The Indian Distance Education Association - at Madras on 12,h & 13'h October 1995. About 200 delegates attended the conference and 70 papers were presented and discussed. The Conference was inaugurated by Prof. Ponnuswamy, Minister of Education, Government of Tamilnadu; The Key note address was delivered by Dr. V. C. Kulandaiswamy, Ex. Vice Chancellor, "Indira Gandhi National Open University, New Delhi" (IGNOU) and the Valedictory address was given by Dr. R. G. Takwale, the present Vice Chancellor of IGNOU.
The Key note address and the Valedictory address present the State of the Art of Distance Education in India. Hence, relevant portions from these addresses are presented herewith.

It was the 40 th ISTE Annual Convention being held at Sivkashi (60 km away from Madurai, T.N.). The Convention was held from 2 to 4 December 2010 and the Convention theme was "Foreign Universities in India-Challenges and Opportunities". On the 2nd day i.e. on 3 rd Dec 2010, a panel discussion was organized on the Convention theme and seven Vice Chancellors of Technological Universities were the panelists. The discussion went on very well, as an interactive session, should. At the end of the panel discussion, the Chairman, Dr. Murugesan, v.c. of Anna University of Technology, Madurai, expressed happiness and thanked the ISTE for bringing the v.c. s together on a common platform to discus a matter of common interest and also to interact with each other. Other v.c. s also followed him, in thanking the ISTE.- Technological Universities of India to Achieve Global Quality and Excellence

There is a large number of Technological and Technical Universities in India but unfortunately none of their rank in global ranking with the exception of few premier institutes/universities. These universities are functioning under a highly regulated environment which restricts the level of freedom required for responding to the fast changes happening in the industry. The end result is the graduates passing out of these universities are not employable.
This scenario must be changed hence authors of this paper have investigated what ails the technical education system in India. Apart from excessive regulations, large number of colleges affiliated to a university, education treated as a business instead of places for academic excellence and research, and lack of innovations on the part of faculty and students, adoption of quality standards in research, teaching, and management is an absolute imperative to improve existing system.
Authors have proposed various programs to be designed and implemented to improve quality in engineering education. The regulatory agencies have also proposed few programs but implementation at the university and colleges/institute level remains questionable. These programs must be championed by the top management of these organizations and adequate funding must be allocated else the importance of these programs gets limited to showing documents and saying right things in front of accrediting agencies at the time of assessment.
